Players must decide how their country will be governed, how national resources will be spent, and how military actions will be presented to the public. A player may invest in defense, strengthen public welfare, pursue diplomacy, control strategic territory, secure oil routes, or use political messaging to justify aggressive decisions.
The most powerful country may win the game—but military expansion, public unrest, sanctions, and collapsing national stability can quickly turn victory into crisis.
Foreign-Policy Capture

In Foreign-Policy Capture, each player chooses a power bloc—such as a smaller allied state, foreign lobby, defense contractor network, donor class, or ideological movement—and competes to shape American foreign policy. Players move through institutions including Congress, the White House, the Pentagon, think tanks, media networks, and donor circles, using Influence, Contract, Media, and Policy cards to advance aid packages, defense deals, narrative shifts, and strategic alliances. Public Pushback, Oversight, Independent Review, sanctions, and crises can slow a player’s progress. The player who finishes with the highest Strategic Alignment score wins.
